The greenish or golden tint in municipal water is usually caused by tannins - the same substance that gives tea color. The best way to address it is with a salt-based water softener with a special tannin-removing media. This setup is common on well water systems but not for municipal water supply since the tannins do not cause much harm beyond the esthetic color.
Depending on the water source used by the municipality, the presence or amount of tannins can also be seasonal.
To 100% ensure that the tint is not caused by the water system, a homeowner can fill one white 5-gallon bucket from a hose bib before the system with untreated water and another bucket with conditioned water after it has been filtered by the water system. Then compare the color.
